NOTE: These settings only seem to work with tab indent! HISTORYFORMAT seems to be ignored here and in plugin settings, use ChangeNoteTemplate to set instead

States

State	Allow Edit	Message
PLANNING		This change is being planned.
WAITING		This change is waiting for approval.
APPROVED		This change has been approved.

Approved change is not write protected - comments, ... still need to be added. Variables added by the plugin still make it possible to see the approval status.

Transitions

The PlanningForm is enabled in the ChangeNoteTemplate. On approval the form is changed to ApprovedForm. Further state changes don't specify the form - to prevent values being lost.
